Responsibilities of Mercer Soil
& Water Conservation District

The Mercer Soil & Water Conservation District (SWCD) is a legally organized subdivision of the State of Ohio, responsible for conserving soil, water, and natural resources within Mercer County. As a unit of state government, the District operates under Chapter 940 of the Ohio Revised Code.

Funding

The District’s funding comes from two primary sources:

• Mercer County Commissioners
• Ohio Department of Agriculture – Division of Soil and Water Conservation

State funding is provided through a matching program outlined in the state budget.

Board of Supervisors

The District is guided by a five-member Board of Supervisors, each elected to a three-year term. These supervisors volunteer their time to:

• Administer district programs
• Coordinate collaboration with government agencies
• Establish policies and priorities for conservation education and technical support

The Mercer SWCD staff works alongside the Natural Resources Conservation Service (NRCS) to serve landowners and residents throughout the county. The Board and staff invite community members to participate in conservation efforts and support sound conservation practices.

District Information

The SWCD staff is responsible for implementing district programs by providing conservation education and technical assistance to landowners who wish to install or improve conservation practices on their property.

The staff and board are committed to work in key resource areas, including:

• Animal waste management
• Water management (drainage)
• Erosion control
• Water quality improvement
• Woodland and wildlife habitat improvement
• Public education and outreach
